Background
The California Association for Local Economic Development (CALED) answered the call to set up a California Permit Streamlining Academy. CALED was established in 1980 to build the profession and train professionals on ways to help businesses thrive to provide economic opportunities to their residents. Today, CALED is one of the largest organizations of this type in the nation and the largest in California, with more than 1,100 members representing cities, counties, state and federal agencies, and nonprofits.
CALED has remained dedicated, whether through developing a successful California-specific economic development certificate program, providing more localized training for local governments, or evolving and improving its training offerings in response to the changing environment and needs of economic development professionals. Because of CALED’s reach, training programs, and experienced staff and board leadership, it is uniquely qualified to design, host, and partner with the Governor’s Office of Business and Economic Development to deliver this training.
The Governor’s Office of Business & Economic Development (GO-Biz) serves as the State of California’s primary technical assistance provider to businesses and developers in navigating California’s state and local permitting regimes. As part of this work, GO-Biz assists businesses in accessing information and resources related to permitting and regulatory compliance, provides mediation and third-party neutral facilitation to resolve conflicts between applicants and permitting and regulatory entities, and works with federal, state, regional, and local permitting and regulatory entities to exchange best practices and implement improvements to modernize permitting processes.
To help modernize and improve permitting across the state, GO-Biz proposed the California Permit Streamlining Academy to deliver technical assistance to local governments and empower permitting teams with the tools, skills, and strategies for continuous improvement.
